As far as i know Newfies does not have an in built IVR to handle the situation you describe but it is possible to configure Newfies to redirect a called party to a third party IVR instance. You can configure "Freedom Fone" (Opensource IVR software) , with Newfies such that when the callee answers the call the call will be routed to the IVR were you can then hear the instructions, dial 1 for ... etc
Check the newfies documentation on how to implement this
